08 Subaru Impreza T-Belt not turning

I'm replacing the head gaskets on my 2008 Impreza EJ253 (non turbo) 2.5i
manual. The engine has been removed along with the timing belt cover and
harmonic balancer.

THIS IS WHERE I'M STUCK: I've reinserted the Harmonic Balancer bolt back
into the front of the camshaft, but the timing belt wont turn (it was turning
before I removed the engine). I hesitate putting too much pressure on that bolt
in fear of over torquing and ruining the crankshaft. Besides all of the videos
I've
seen the timing belt turns over easily. What am I missing?  The car was in gear
before I started pulling the engine, which is what I thought you were supposed
to do. I've also thought about cutting the timing belt off, but that seems hacky
(no pun intended). Any thoughts on this?

Have you removed the spark plugs? This will prevent the compression is the cylinders from making it difficult to turn the crankshaft.

I removed the engine from the engine stand and tried again. It worked! A bolt from the engine stand was preventing the clutch housing form rotating. Thanks for the advice Gary
