Both should turn simultaneously

it depends... because the differential can only engage one wheel at a time, it will try to turn the one with the least resistance, so it could be the right or the left depending on which direction you are turning. When you lift up the car so both wheels are off the ground, you turn one and the other goes in reverse. Look up differential on youtube.
