Engine turns but won't start

I changed the water pump spark plugs head
gasket was running before and now it won't
start

It can take time for fuel to reach the fuel rail, i crank in 5 second intervals waiting a few seconds inbetween up to a max of 5 tries then let it sit for a few minutes before i give it another try. Really you should triple check that everything is plugged in, the generation civic before yours has the crank sensor plug on the rear drivers side of the engine in a very awkward location. Not sure if 02 is the same but its worth a look

Yes the timing is set the Maris are all matched I can smell the fuel wen I pump the gas to try ND start it I let it sit threw the night ND tryd again ND still won't start

Keep in mind that with the marks lined up you can still have your crankshaft 180° out of time from the camshaft(s), the #1 cylinder (closest to the timing belt) must be at TDC and the valves on that cylinder must be closed (you're now on the compression stroke). Connectors will click when fully seated and can be a bugger sometimes. Hopefully it's something small thats been overlooked (connector, fuse, relay), it can be tough to try and help without being in front of the vehicle
