2003 F350 Superduty electrical problems

I just bought a 2003 F350 Super Duty.  It has several electrical problems that may be related but I can't figure it out.  Here are the faulty items:
* tail lights
* parking lights
* instrument cluster lights
* windshield wipers (the motor unit clicks when engaged but doesn't move)
* windshield washer pump (pump works when connected to 12v)
* trip computer
* cruise control
Fuses #17 (lights) and #33 (wipers, etc) are good.  The Smart Junction Box seems to be a common element but I don't know how to troubleshoot it.
Headlights, backup lights, door locks, windows, seats, etc all work.

I found the likely problem for the tail lights, parking lights, and instrument cluster lights. The contacts for fuse #17 are burned away. The area around that fuse is a little melted too. I'm replacing the entire fuse block and will see if that fixes this and the other electrical problems.
