1976 Bug wont turn over after installing new battery

I have a 1976 bug the battery was bad so I jump started it. I started right up.
Bought a new battery and now all the dash lights come on when you turn the
key but it wont turn over, Ran a jumper wire from the battery to the starter it
cranked over. so I down to the ingition switch. or a relay under the back seat.
anyway to test each of them?

They are good all clean. There are a few wires coming off each terminal. Is that stock?
