Brake lights not working

Changed relay and both brake light bulbs center

you need a multi tester to see what's getting power and what's not , could be bad set of bulbs

The sockets can go bad as well, I like using a test light as compared to a DVOM because the light actually uses current instead of just indicating the presence of voltage.

Book shows a 10A fuse in the engine fuse box, and another fuse in the passenger side fuse box, in addition to the relay

This is what I found. My pedal was slightly worn and it would sag some, thus, triggering the micro switch (peddle sensor) and activating the brake lights full time. There was not way of adjusting the pedal or the sensor, so I shimmed the blade of the peddle sensor to a place where it would shut off. I did this by hot gluing a piece of plastic about 3/16th to the blade. It fixed the issue. All lights our now off, cruise control works and no ABS lights and the traction control works. Have someone being the vehicle and take off the shield to access the sensor. Try pushing it upwards and see if you can turn off the lights. Before I did this, I unplugged it and the lights went off, so I knew it was in the adjustment. Good luck.
