empty gas tank refusing to take gas

I stop to put $10 in gas in the tank, and it takes about 20 mins to put it in. every
time I squeeze the handle it clicks off.

The gas tank needs to be able to vent or pressure builds up during fueling and that causes the gas pump to shut off. There are a couple solenoids that are part of the EVAP system you can check. The vent solenoid pulls in air near the car's frame and it can get gunked up. Look up an EVAP diagram for your CV so you know where these parts are and clean them or replace them: the EVAP cannister, vent solenoid/cannister solenoid, and vent line. You have a vent issue or baffle issue in tank.

Hi I have a 05 vic & I’ve tried cleaning all the hoes & tubes multiple times and the pump is still shutting off when I get fuel. Could it be the fuel neck?
