Does the fuel pump prime with key on engine off on 91 chevy 2.8 s10 pickup?

I have asked several people and I have
gotten 2 answers. Some say yes and the the
others say it primes when it is being
cranked bc it doesn't need much fuel
pressure to start. My truck is currently not
running and I don't hear the fuel pump
prime key on engine off. It will run when I
spray a little bit of fuel down the tbi.

Hey I got a question my 2000 Chevy S10 it would lose power to the fuel pump I was wondering what it was I changed the relays and the pump is getting very few volt
