Trouble turning left. Stiff/tight.

I have a 97 Dodge Dakota 2wd. I replaced the power steering pump about a year to 2
years ago. I am having problems with it wanting to turn to the left. It's really stiff and hard
but just to the left. Power steering fluid is full with no leaks. I jacked it up and while on the
jack it turns fine to the left. What could be the problem?

To fix that, would I have to replace the whole steering rack?
