Why does my tahoe downshift to a complete stop
when I let go of the accelerator while driving?

Cars do not coast like the use too, can you say thank you Gooberment for increased fuel consumption and wear and tear, extra maintenance & out of pocket cost. But you may have a master brake cylinder or a caliper helping it stop faster or a e-brake hanging up.
