2003 Dodge Stratus bright lights work but headlights don't.

Daughter says parts store says not a fuse problem. Is this a wiring problem, an issue with the light switch. Could the stock wiring have been modified or "bypassed"?

is the flash to pass the only function working? when you pull back on lever or do they stay on?
