they are called "daytime running lights". safety feature on all GM vehicles. I have heard you can push parking brake pedal one click and it will defeat this. not supposed to be enough to engage the brake. not sure if it works or not, or if this is safe or not.

On my 2000 silverado if you press the button on the headlight switch 4 times it switches them off.

If you rotate the light selection rotary knob fully CCW (located on the lower LH side of the dash) and release it back to its normal position one time it will turn the headlights off. Works for my 2010 Siverado LT 5.3L. You will have to do this though upon every truck ignition ON/OFF cycle.

I have 2011 Silverado 4x4 and I used the four times in and out to get my headlights off. However, I don't know how to get them back on!! I turned them off til I could get the bad headlight pair new bulbs. Got the bulbs now but can't get the headlights back on?!? Thank you!
