1995 Fleetwood Brougham shakes

Car started to shake in steering wheel other day.  Felt like front of car shaking.  Traction control light came on as did light for ABS Anti lock brakes.  Today I half flat front tire.  could this have been a problem with the tire, like it wsnt balanced or something?
