2011 Mazda3 intermittent no start/no crank

Intermittently will not start or crank. Lights come
on. Will usually start eventually within 15 minutes.
No codes. Have tried moving shifter to neutral,
passing through gears and back into park or
neutral. Eventually starts but not sure if physical
motions helped or not. Have replaced neutral safety
switch, starter, steering column/ignition assembly.
Still won’t start intermittently. Have found no
common circumstances that it fails under, nor
common circumstances in which it will start.
Baffled! In too deep.

My 2016 Mazda3 has not started once. Just clicked. I jumped it to start and bought a new battery. Turns out there are fuses in the battery + terminal attachment - the 5" by 2" plastic module that bolts on to the terminal clamp. Two of these are reported to be "voltage regulating" fuses. My engine ON voltage at the battery terminals is about 13.8 V - low since most cars apply 14.5 V from the alternator - voltage regulator line. I am trying to replace these yellow fuses.
