Gas runs out of the bottom of the gas tank area on my 96 Cadillac Sedan Deville when being towed or when filling it does not leak when driving. What could this be due to?

there may be a smaller vent tube along side the filler tube below the gas cap , it may be loose , broken or the clamp is no good , you'll have to take a look and see , the gas tank will usually leak at the seam
