2011 F250 no power to 7 pin trailer, fault code on dash for tow module

It appears to have power to the square connector in front of 7 pin tow plug.  Is
the controller the problem or the wiring.  All fuses appear to be good

Note the normal operation literature. This is for code c2807, trailer brake circuit shorted to ground. I don't know if anything shorted, it's just an example. The codes I saw for trailer tow were manufacturer specific codes.
