Is a car dealership considered an owner of a vehicle it is selling?

I was looking at a truck, and the Carfax said it was a two owner vehicle.  It says the  2nd owner bought the truck a month ago, but lists no mileage.  I asked a salesman about the 2nd owner, he told that the dealership was the 2nd owner.  Is that possible?

A Carfax list of owners does not include the dealer, unless they actually bought it at auction for re sale as opposed to a trade in

That's what I figured. And they told me it was a trade-in.

The DMV in your State may be able to tell you. Disclosure laws vary On a trade in the dealer will never register the car until sold. Why pay fees twice?

it clearly states in the glossary of Carfax :"Dealerships are required to in the following states: Maine, Massachusetts, New Jersey, Ohio, Oklahoma, Pennsylvania and South Dakota". So I would say that if it was in one of those states, then he was not trying to tell a "whopper of a lie".Just an FYI
