What would cause a "downshift" from 2000 rpms to 2500 rpms, driving 65 in cruise control with AC on level roadway?

being hybrid base,you should let your dealer check it,sounds like a shift sensor has gone bad.

kind of late but question is valid. RPM goes up whenever battery needs a charge. maybe you were going up hill and electric assist ran down battery.
