Put a 2006 motor into a 2008 Buick Lucerne and the whole ignition system has
no power and not communicating

Did you use the computer from the 06 ? If you did the ignition transponder won't communicate with the computer , If you didn't the 08 computer may not respond . Things can't be swapped around easily with all the tech. on cars .
