2008 Buick lurecen key stuck in igtion battery dead won't take charge

Key was half way turned..  Battery went dead..  Can't move car wheels are
locked HELP

Hook up the battery to a charger/tender and try to move the key then

supposed to put the jumpers under the hood contacts. see the red cap?
