what do the bolts/nuts on the cowling near the windshield doo

i have a water leak coming into my car from under the passenger side dash area. Someone stole two of my fasteners along my cowling that is near my front winshield. Would this be a cause for water to enter? Do these fasteners help hold the windshield in tight?

This was a engineering mess up . Under the cowling there is an opening that goes down to the fan, fresh air duct maybe? Over the years the trim or weather gaskets get brittle and wear out therefore letting the water just drain right on your fan motor on down to the ecu of all things! I took cowling offf and fabricated a cover like thing-a-ma-jig out of flashing (sheet metal) And attached it any way I could with self tapping screws then siliconed the hell out of it and put cowling back on. I know thats rigging it but it is a 26 year old car and it works
