Bought a new battery and car won't even turn over or click after turning key?

I was assuming I needed a new battery, so I bought one and the radio works,
the windows work and the lights work, but my car doesn't even turn over. It
doesn't even make a clicking noise after turning the key? does this mean I need
a new starter? I already had my alternator changed so it can't be that..Can
someone please help? Thanks

Update it wouldn't start this morning. Now it had a check engine light on it honestly sounds like the alternator to me but I'm no mechanic. Trying to get there to have them look

my buddy looked at it and said it had to be the starter because when I turned the ignition key, all I got was black dash with no lights and there wasn't even a clicking noise. Then when I turned the key back the dash lights came back on.
