plowing when turned all way

I have a set of off set  wheels 205 60 15 calls for 215 75 15 standard wheels the passenger side wears tire on out side edge all so plows when turned all the way to left  is it the off set wheels or some thing else would ,a sway bar cause it  feels like the it falls out or stands up in corners it travels out on a corners when cornering left. it has been lined up true idlers maybe? would like thoughts and it been like several years with many front end parts new and it does the same thing would like to fix it while keeping the wheels I hope.
