1992 2.2 ltr cavalier,

replaced head with new one with new valves replaced head gasket,did torqe pattern and torqe pressure. but did not have time to put it back together and it sat for about a year now back to gether cranks almost starts but wont, checked cylinder pressure 1 cylinder has the right psi about 120psi, 2 has about 75psi 3 has 10 psi and 4 has 10 psi. could the rings have seized up since sat so long?

Squirt a little oil in each cylinder and turn it over without the spark plugs in it before doing another compression test.
