Why are my horn and wipers not working

I have a 92 Buick Roadmaster . the horn and
wipers have just stop working. When you
turn wiper switch on. You hear a winding
noise under hood of car . can someone help
me.

Fuses first and relays next. Have you checked them? Is your wiper assembly disconnected under the hood. Are the arms off the motor assembly? Horn fuse or relay could be bad and wiper motor running without arms attached?

Got horn to work . was bad fuse . not blown but still a bad fuse . .... Now back to this wiper. Wiper transmission in cowl... ??????? Not sure what looking for
