Can the a/c pulley be replaced without taking the compressor off,on a 2003 Chrysler town and country?

Not really. You probably will need a puller or press to get it off of the compressor. If you are replacing the clutch/pully assembly on the compressor, save yourself the headache down the road and just put a new/remanufactured compressor/clutch combo on. If the clutch is shot the compressor will right behind it. Then you will have to do it all over again.
Is there a bypass that can be installed for now until it's warm enough that I need the air??and how hard would it be to install?TIA
I'm not sure. You might get lucky and a shorter serpentine belt is all you need. Otherwise they might make a bracket that has a pully to replace the compressor. Try Napa, Autozone or some place like that.
If you do bypass the compressor your front defroster will not be as efficient but will still work. No problem and good luck!
