Need Help

have a 94 Chevy Caprice.im trying to figure out
what is the part that is by the fuse box under the
hood. When I wiggle that part my car will start. But
when I let go of it my car won't start at all?
Someone told me its called the Jump Post.

is that corroded? can you tighten it down...would it help to disassemble, wirebrush and re-assemble...make the solid connection...use a washer if you need some more meat on acct. of the rust~ but put it right...you cannot be under your hood...you are a busy person and cannot toil with such nonsense~
