Misfire on AFM motor

I have a 2007 Tahoe with active fuel management and flex fuel. After running
a few minutes, the check engine light starts flashing and the VSC light comes
on. I have a P0300 code. I can access the misfire counter and all AFM
cylinders are missing. I pulled the valve covers and none of the lifters are
collapsed. Would I be correct in thinking the VLOM has failed and is applying
oil pressure to the lifters and causing them to release? If this is what is
happening what is the cheapest repair for this situation?

Update: Someone has performed a DOD delete on this truck. The oil holes to the lifters from the VLOM have been plugged and a block off plate has been installed. The VLOM plug is just laying behind manifold. I don't have codes for the oil control solenoids so I know the ECU has been reprogrammed. How can I tell if the camshaft and lifters weren't replace when the delete was done?
