what is the cause of large amounts of oily soot build up in the intake manifold?

Its caused by the PCV and that little tube coming off of the right hand side of the valve cover. Its not hurting anything, so dont try to clean it off. I have to use a power washer to get those suckers clean. Also, it doesnt mean the pcv is clogged. Its normal on all turds.
