What causes the turn signal switch to first lock up then loose like broken and have no turn signals or brake lights now?

These are known to go bad. It will need replaced.

Turn Signal is like froze up stiff looks like it's out of sink of of Grove it belongs in the rear brake in back glass works but the ones on the body doesnt along with blinkers

It’s a turn signal switch that is inside the steering column. You have to disassemble the airbag from the steering wheel and get to it that way. Disconnect your battery while unhooking or hooking the airbag connector. I found a short video on YouTube that walks you thru the process, it’s very simple to do yourself. I had the same issue with my Lumina, no signals, no main brake lights. I did have hazards, high & low headlights, and the middle brake light top of rear windshield. While you’re at it you may as well replace the lower intake gasket if you or someone else hasn’t already. The Chevy Lumina is infamous for blowing the lower intake gasket. This issue should have been recalled by Chevrolet due to the inferior gasket from the manufacturer. That’s not an easy job but it is achievable if you are mechanically inclined and have a good amount of patience!!! The 3100 6 cylinder is built almost identical to a Ford 390. The intake manifold splits the heads so you must remove the heads in order to remove the lower intake. Why anyone would want to copy that engine design from a mechanics standpoint is beyond me. Hope this info helps even though it’s way more than you asked for.
