I have a 1994 Buick Roadmaster , Sometimes you have to turn the key many times in order for it to start,it is almost like the ignition is not sending a signal to the starter everytime ,have you heard

Have you tried putting it in Neutral? It could be the Neutral Safety switch which will only allow the engine to start in Park or Neutral.
