Sounds like a bad fuel sending unit, which is in the fuel tank itself and measures the amount in the tank and sends a signal to the fuel gauge.

I have a 2007 Corolla Ce that did the same thing. I replaced the sending unit, but the problem persists. It's possible for something else to be wrong, but the sending unit is usually the cause of the problem.
