Is it actually necessary to change rotors on the front if the rotors are not scored or damaged?

I have a 1999 Mercedes E320 that is need of front brakes.  I have been told by most mechanics that the rotors should be replaced as well as the pads.  Is this really needed?  Or is it a money-maker for the shop?
