can the fan clutch cause overheating

changed water pump and thermostat, yet still overheating. could fan clutch have anything to do with the overheating?

Sitting in hot traffic it could, but did you bleed the air out of the cooling system when refilling it? Cooling system needs to be purged from air after refilling.
