2001 Honda CR-V runs hot

My 2001 Honda CR-V is running hot. I bought a radiator cap, thermostat,
water pump and timing belt.  I thought the water pump was leaking but its not.
When I took off the crank gear and harmonic balancer I could not identify the
part that sits behind the crank gear.  It is oval shaped and a spout comes out
of it. Why would water come out of this? Does it have a seal? What's it called?

The part you mention is curved to keep the timING belt centered on the drive gear. If water is being slung behind it, the water is probably leaking down from above it, dripping on the metal ring. Look above the ring and see if there is a freeze plug that is leaking.
