will a bad voltage regulator cause the truck not to crank or start..it juct clicks when key is turned new battery so far

No it shouldn't. I would check your negative battery connections to the frame and motor. These must be clean and tight. Try jump starting it. Put positive jumper cable on battery and the negative jumper cable on a metal part of the motor. If it then cranks it's a connection issue with the negative cable.
