My 92 f 150 has been parked outside since july. The water lines are frozen and possibly the fuel lines. When I turn the key, it turns slow like it wants to start. Help me please. Why is it turning slo

Put a battery charger on it for a few hours.see what happens. Gasoline does not freeze. Unless it gets to -40°F anyway. Now if the coolant has frozen, from no or not enough antifreeze, you have more problems than it not starting. But suggest you get the battery charged and try.
after u try the upper comments try putting some dry gas ur gas tank u might have water in it and maybe have some one check ur oil filter it may be clogged
Did it get close to zero temp and stay there for a while? If the battery is OK, and it probably is not, Your oil could have turned into syrup. A little rust buildup on the cylinder walls and seven months of dry (no oil) cylinder walls could cause it to turn slowly.
