Can a low tire cause the VSC to engage?

My front left tire is low and running out of air. A few hours ago, on the interstate at
fairly high speed, I drifted slightly onto the shoulder and the tire in question
contacted the shoulder 'indents' (whatever they're actually called). The VSC
engaged and went bonkers for several seconds, and the vehicle was difficult to
control. A minute or two later, without any provocation (aside from perhaps the
lowness of the tire), the VSC engaged again with similar force, and with similar
results. On both occasions the car shook violently and its forward motion
staggered. Is it possible for this to be strictly the result of the low tire?

Yes and no. Low tire especially soft construction will have steering and handling issues. I've owned all 3 gen Priuses. 1st was simple. 3rd one great car. 2nd one does that when I push it and its skidding, I absolutely hate it, or going over a big bump downhill while on brakes strong. It jerks locks wheels out of control somehow manages to push the car forward instead of trimming the excess speeds. No idea why toyota made it this way. Anyway its caused by low tire but that system is just trash

Thanks for the replies. I wasn't aware that the tire was as low as it was. Also, as explained ni the OP, I didn't mean shoulder 'barrier' or 'rail', only the grooves/indents just beyond the shoulder line.
