The dash went out on my 2004 Toyota highlander. I fixed the fuse but it stalled and then the dash was out again

Need to fix my non- working dash. Fuse keeps blowing.after I replace the fuse the car
stalls out and the fuse is blown and the dash is out again

All the gauges go out and the fan, also. The fuse that I replaced was marked "heater"
