Why does my vents act like i have no blower motor?

Blower replaced but not blowing air out the
vents...actuators good but no matter where
the air is directed it oozes out of main dash
vents even on high. No air flow if return air
from inside the car only if it comes in off the
engine

Hi i have had this issue before, I believe your venting system needs cleaning. Although you replace actuator and blower your airways could be clogged, i would definitely start there.
