2005 Chevy Cobalt: Only have heat when I drive fast :-(

First I had a clicking noise everytime I turned the car on and was told that it was related to the heating/cooling vents.  Next ...much later I lost the different speeds of heating fan (1-3) and could only have the heat off or at #4.  NOW, The highest level 4 pooped out and the only way I get heat is to drive fast haha.. WHY?  I had the blower moter and resister motor replaced but it still doesn't work.  Was told it was a "wiring/computer issue"?  Any ideas??  thanks!

still have the clicking noise related to venting system. told it was not serious just annoying
