extra front fender lights

i cannot seem to find how to turn on the extra lights on the front fender just under the turn signal lights. i know its not standard but still wondering?

If you have the car's manual it should have a diagram showing you how to turn those lights on. You might have found where to turn those lights on and the wiring is bad or it could have to do with the fuse. It has to be around the steering wheel, maybe a rotating piece on the turn signal lever ? I would have someone stand in front of your car and you try everything out and if you turn/press something and nothing happens then check the fuse box.
