1999 Toyota Camry 4-cyl doesn't start

Question type: Maintenance & Repair

. Has new battery and starter/solenoid but starter is not receiving power
(doesn't click). I am quite stumped on this one and any ideas would be great!

Check your buttery cables. They may need to be replaced or maybe just new terminals depending on their condition. Furthermore, starters are a hit or miss they might not always be good even brand new. Before getting another starter double check your negative terminal and cable.

is there a relay for the starter ? you can swap relays to see if it works

Automatic or standard tranny? Might be a bad clutch switch or PN switch.

Cables are good and so is the relay, starter is getting ≈12.4v when I turn the key but it is brand new yesterday so I guess they gave me a bad starter?

if you get voltage at the solenoid wire and the unit is properly grounded to the block then yes , junk starter , you would be surprised the crap that is sold , garages also have to deal with this ,, and the store usually doesn't have new or higher quality in stock so I guess all we can do is not buy cheap crap no matter what it is to send a signal , I don't think it is the engineers but a corporate douche looking at a bottom line they have to answer to

Well I ended up testing both the new and old starter and both work great and all my connections are solid so I have a severed somewhere... After I chase it down I will be posting a pic for future users as it could come up often. It was my fault overlooking basic crap and trying to rush in -15°f temperatures.Thanks everyone for trying to help, it is appreciated

Hmmm. I’m wondering if you had a prior terminal issue. Have you dealt with any corrosion before you replaced the battery or is that the reason for the getting the new battery?? And where was the corrosion located if so??? Or what was the reason for getting a new battery and then starter?

If you continue to have this issue consider performing a voltage drop test on the cranking cicuit. Try google your make model year for procedure.
