brakes

when I apply the brakes seems like only the rear brakes are working.new brakes front and rear. rotors and drums replaced.replaced master cylinder.could it be the proportioning valve?no one has a valve for the car

front disc brake calipers ? is the wheel cover black from brake dust ? they're probably stuck , before I compress the disc brake cylinder I peal open the rubber boot and shoot some wd in there . I rarely have to replace calipers ,
