i went through a puddle of water, my car cut off as soon as i went through,
tried jumping it , and changed the spark plugs

You probably killed the battery. Clean and dry everything out, make sure there's no water soaking the computer modules, fuse boxes, etc., check the condition of the battery harness, water can produce enough force to knock things loose, so look down along the starter and make sure all the cables are still in place (and verify fusible lines aren't blown, same for fuses and relays). Then put a charged battery back in it and see what happens.
