Have the front springs been replaced recently? When those are new the need time to settle. I have a 2002 Crown Vic LX SPORT just replaced the front springs and its sitting up in front until the settle. Or, blown fuse.

Does the compressor cycle? or is the car resting in the down position? anything been changed? These systems are very easy to service and diagnose, same as the Mercury, Lincoln Town Car, and your Crown Vic.. lots of low cost parts

Is the air suspension light on? Is the air suspension switch turned off in the trunk? Can you hear the air compressor run when first starting the car? The air compressor could be bad. It is located under the air filter box. The height sensor could be loose. It is located at the rear axle assembly. How low does it sit in back compared to the front end. There is NOTHING wrong with your front springs.
