So I have a 1996 GMC Sierra 1500 and every time I started or drive is smells like gas by the fuel pump on top of gas tank I have a hole cut over the fuel pump and it's not leaking gas anywhere but it

Some leaks start out so slow, they evaporate as fast as it seeps out. Look for damp spots, and check nearby lines. The pressurized lines going to the engine will leak only when the key is on and fuel pump runs. If you smell gasoline, there's a leak somewhere.
