what is the timing specs on a 1991 ford festiva

changed the water pump  had to take off timing belt off crank pully but marked pully and belt  before i took off belt so i could put it back on the same way so the timing would nt be off i put it back together timing was off  . advanced the distributer runs better  what is timing specs on my timing and how can i set it back
