Brake lights don't work.  And the instrument panel
does not work.  Am I looking at a fuse or ground
situation, or maybe a short?

Brake lights could be a fuse or actuator at brake pedal or short in the lights that caused a blown fuse . Dash lights could be BCM

Thank you, for your answer. However, regarding the instrument panel(cluster), nothing works. It's not just the dash lights, the speedometer, the tachometer, the fuel gauge, nothing works.

Make sure you dont have a battery corrosion issue. Ive repaired several caravans where corrosion runs down harness and eats coating off of wires and essentially causes a short. I believe you have two seperate issues. Brake lights is most likely a brake switch. Gauges could have several causes. If you know someome with a scanner that can check all the codes. Tcm, pcm,bcm youll most likely find the issue in the bcm codes (body control module). Hope this helps

Thank you for your answers! I noticed that the wire insulation was brittle. I will have to trace that down.

tried to answer your question twice to reset the cluster but for some reason the youtube video link I sent will not permit the reply

I was missing the fuse for the cluster and brake lights and turning signals. Replaced the fuse but turning signals are wonky. When I turn one on the other comes on at half power. Otherwise, everything seems to be working. I am going back to something shorting out, I guess. Thank you, for your answer lincolnscott49!
