grinding noise when applying brakes in reverse...only when cold. 2004 Crown Vic New brakes and pads. ??

Our crown Vic police interceptor makes a grinding noise when backing if it is cold.  Does not do it when driven awhile.  Just had new brakes & pads done.  What is this noise?  anyone?  120,000 one owner miles

IT is possible the hand brake is hanging up a little until it frees up with driving.
